Goal:
Have a new system where notaries are periodically assigned a small batch of applications to review. The impacts of this will be:
- Increase notary engagement (signing/due-diligence), in turn increasing the overall throughput of datacap
- This will help the community distinguish which notaries are doing their job
- Notaries will be less overwhelmed by the number of applications they see on the registry.
- Lower load time for Fil+ registry

Proposal to come (Phil)
- Rather than notaries getting bombarded with “X” amount of applications on plus.fil.org, notaries will be randomly assigned “Y” amount of applications to review.
- Each notary will get a small amount of applications to review over
- Ease the job of notaries and can only review the applications that they are assigned too
Will also require stats to track success of this initiative

Background:
Assigning a new set of notaries at each allocation causes delays because of: - need to understand application details via previous comments. If 50+ comments it could take 30-60 minutes - delays in back and forth between async messages - differences in notary due diligence from previous reviews (asking the same questions that have already been asked)
Idea:
Group of selected notaries work together with a client/lead SP throughout the duration of an application
Phase 1 - Before 1st allocation:
- Upfront trust building is vital to an application success
- Potential to meet client/SP virtually
Phase 2 - After 1st allocation:
- The due diligence required moves toward CID Tracker checks
- Did you do what you said you were going do?
By assigning a group of notaries to an application from start to finish, we can focus efforts on:
- Building the very important upfront trust element with clients (preventing threats of abuse)
- Allowing notaries to be continuously aware and engaged with the of the progress of an application
- Reducing the time and effort required by all parties involved in supporting, real clients w real data
Phase 3 - after 3rd allocation, allocations are automated and notaries can check as needed
